Estonian police opens misdemeanor proceeding into attack on Tallinn deputy mayor

The North prefecture of the Estonian police is investigating an attack on Tallinn Deputy Mayor Mihhail Kolvart in a public place as a misdemeanor.

«The police knows the identity of the persons involved in the conflict and in order to establish the circumstances of the incident a misdemeanor proceeding has been launched on the grounds of breach of public order,» a spokesman for the prefecture told BNS.

If elements of criminal offense were found a criminal probe could be opened, he added.

Kolvart was dining out with his family in a cafe in North Tallinn last Friday when he was attacked by an unfamiliar man. The man behaved aggressively and shouted political and ethnic insults at the Centrist deputy mayor, the press service of the city government said on Monday.

According to the press release at one point the man hit Kolvart, who was holding his 18-month-old daughter's hand, in the head and then began to accuse the deputy mayor of assaulting him.

The news of TV3 on Monday interviewed the man who said he had asked the deputy mayor in charge of education in the capital city why his child did not get a kindergarten berth. Allegedly Kolvart thereupon «launched fists and dirty words»,» the TV channel reported. Kolvart emphatically denied the allegations.

Cafe personnel summoned the police who questioned eyewitnesses and identified the persons involved in the incident.

Kolvart filed a report on the incident with the police.
