Estonian Road Administration agrees with lion’s share of advice by National Audit Office, having allegedly also arrived at bulk of these very conclusions. As assured by Road Administration, during this year they have been busy rearranging the organisation, updating its goals and principles.

The main organisational change has to do with the Administration adopting central, rather than regions based management; thereby, as announced by the Administration, changes will occur in the current processes of selection, management and decision-making. While Audit Office found Road Administration had no precise overview of repairs, the Administration claims that, during that period, the regions stood as separate agencies, independently planning and ordering objects to repair. By now, a uniform agency has been formed; the goal being to get a good grasp of the big repairs picture.

When it comes to monitoring, Road Administration says they already adopted a plan, this spring, to strengthen their monitoring department. Also, RA has prepared a procurement contract for inspection of 11 road objects recently completed, to find out why these have started to dilapidate during warranty period already.

The Administration has also already started updating road design and construction standards.
