Estonian Pro Patria and Res Publica Union (IRL) is to propose making an amendment to the Constitution according to which marriage is only between a man and a woman.

According to member of the parliamentary constitutional committee Mart Nutt, the change would be based on a proposal made in the final report of a legal expertise of the Constitution, according to which the institution of marriage would be defined in the Constitution as a union between a man and a woman which corresponds to the long-standing traditions in the Estonian society.

«In the present situation it has become important to state precisely how we understand marriage and the Constitution would give us a guarantee that the definition of marriage would not be changed lightly,» Nutt said.

IRL MPs are planning to propose amending the Constitution because debates regarding the implementation of the civil partnership law have raised issues regarding the future of the institution of marriage as a union between a man and a woman in our legal system, IRL said.

An amendment to the Constitution has to be initiated by at least 21 MPs.
