The Estonian police has decided to open a criminal proceeding after collecting additional information on the case of an underage swimmer who tested positive for doping at the end of May.

The proceeding is based on the Penal Code article dealing with inducing a person to use banned substances.

Prescribing a drug for use as a performance enhancing substance in sport, inducing a person to use drugs as doping and delivering a drug to be used as doping are acts punishable pursuant to criminal procedure in Estonia, spokesman for the North regional prosecutor's office Arno Poder earlier told BNS. «If a person is convicted of such acts in a court then the punishment would be a pecuniary punishment,» he added.

The B-sample of the young swimmer who gave a positive sample at the Estonia-Finland meet in May also turned out positive, president of the Estonian Swimming Federation Karol Kovanen confirmed.

The swimmer is a 17-year-old who has set several Estonian junior records and who is coached by Nikolai Borzov who got pulled over last week in Tartu for drunk driving.

The swimmer tested positive for anabolic steroids.
