Estonian govt rules to place Eesti Energia under Finance Ministry

The Estonian government decided on Thursday to appoint the Finance Ministry as the governing authority of the state-owned energy group Eesti Energia and to hand the shares of Eesti Energia over to that ministry.

So far, Eesti Energia belonged in the area of government of the Ministry of Economy and Communications and the minister of economy and communications, Juhan Parts, represented the state as the sole shareholder at the general meeting of shareholders of Eesti Energia.

Estonian laws arising from European Union law obliged Estonia to bring Eesti Energia, which owns generating capacities and the distribution network, and Elering, which performs the function of system operator and owns the transmission network, under different ministries. The government had time to do it until April.

Media reports earlier have suggested that also the state-owned airline Estonian Air and the state-owned rail cargo operator EVR Cargo could be moved into the area of government of the Finance Ministry from the Ministry of Economy and Communications, but no decision to that effect has been made.
