The example of the Narva Museum shows that forces in semi-open opposition to the Estonian state can gain power in local government. This is partly due to Russian citizens living in Estonia, who remain under the mental influence of our neighboring country yet vote in local elections. When and by what mechanism could the voting rights of Russian and Belarusian citizens in local elections be ended?
