A motion of no confidence in mayor Edgar Savisaar put to vote at an extraordinary meeting of the Tallinn city council Tuesday morning failed as only 19 out of the council's 79 members voted for it, spokespeople for the council said.

This was the fifth attempt by the opposition to bring down the Centrist mayor in a no confidence vote this year.

A simple majority of votes is needed for the no confidence motion to be carried.

The initiative this time was signed by 22 deputies, two more than the required minimum of one-fourth of the council or 20 deputies.

So far this year the opposition has initiated five attempts to remove the mayor in a no confidence vote, three of which have reached the council floor. A motion put to vote on March 25 was backed by 26 deputies and a motion put to vote on June 17 by 23 deputies. On two occasions the motion was not legitimate and was rejected by the chairman of the council.
