According to Statistics Estonia, in 2012, the average monthly gross income per employee was 844 euros. Compared to 2011, the average monthly gross income has increased in all counties.

In 2012, the average monthly gross income was the biggest in Harju county (946 euros), followed by Tartu and Hiiu counties (844 and 835 euros, respectively). The employees of Rapla county earned also over 800 euros. In other counties the average monthly gross income remained between 700–800 euros. The only county where the income was higher than the Estonian average was Harju county.
Compared to 2011, the average monthly gross income increased the most in Järva county (6.7%) and the least in Saare county (4.8%).
The income was the lowest in Valga county, the income of employees of Valga county accounted for 74% of the corresponding indicator of Harju county. During recent years the difference between the highest and lowest counties’ income value has stayed stable.
Comparing the incomes of employees by local government units, the rural municipalities of Harju county were on the top, in seven of which the average monthly gross income per employee was over 1,000 euros (Viimsi, Harku, Rae, Saue, Kiili and Saku rural municipalities and Saue city). In addition, also employees of 20 local government units earned more than average of Estonia (from Harju county rural municipalities Jõelähtme, Raasiku, Keila, Kuusalu, Kernu, Aegviidu and Kose and from cities Tallinn and Keila; from Tartu county Ülenurme and Tähtvere rural municipalities and Tartu city; from Ida-Viru county Toila rural municipality; from Hiiu county Kõrgessaare, Emmaste and Käina rural municipalities; from Rapla county Kohila rural municipality; from Lääne-Viru county Vihula and Viru-Nigula rural municipalities; from Lääne county Vormsi rural municipality.
Compared to 2011, the gross income of employees increased over 10% in eight local government units – in Piirissaare and Meeksi rural municipalities in Tartu county; in Illuka, Vaivara and Alajõe rural municipalities in Ida-Viru county; in Kõrgessaare rural municipality in Hiiu county; in Misso rural municipality in Võru county and in Pajusi rural municipality in Jõgeva county. At the same time the income has decreased in three rural municipalities – Tootsi and Kihnu rural municipalities in Pärnu county (2.2% and 0.5%, respectively) and in Lümanda rural municipality in Saare county (0.2%).
In 2012, the average monthly gross income per employee in local government units was between 554–1,228 euros. During recent years the difference between the local government units with the biggest and smallest gross income has decreased, in 2012 it was 55%.

The analysis is based on the Tax and Customs Board data as of 23.04.2013. The average monthly gross income per employee has been calculated by dividing the monthly average sum of disbursements with the monthly average number of persons receiving disbursements.
