Ministry of the Interior is seeking coordination for a draft Act simplifying hiring employees from third countries i.e. those from outside EU, as well as entrance conditions for foreign students.
With draft Act to amend Aliens Act, Identity Documents Act and State Fees Act, Estonia seeks to promote arrival, short stay and permanent residence of foreigners with input into development of Estonian society.
The draft Act does not concern citizens of an EU member state, European Economic Area or Swiss Confederation.
The aim is to enable Estonian companies to hire top specialists within a week, instead of current months-long procedure.
While now, an employer will file application for registration of a foreigner’s short employment in Estonia, and the foreigner may start working in Estonia only after permit granted by Police and Border Guard Board (PBGB), then pursuant the simplified procedure prescribed by draft Act, the foreigner may start working in Estonia already on the day his/her employer notifies PBGB of it.
The ministry desires the simplified procedure to only apply to hiring top specialists. For that, the draft Act includes a demand that the specialist hired in such «fast forward» manner must earn at least twice the average salary of Estonia.
Foreign students will be allowed, by draft Act, to work while studying in Estonia.
