Three offers valued from 7.5 million to 13 million euros exclusive of VAT were filed in an international tender to find the company that will draw up the preliminary design of the Rail Baltic railway and structures related to it, the Estonian government agency responsible for the tender said.

The offers were submitted by the British consultancy Aecom Limited together with its subsidiaries and the French Systra group; the Estonian companies OU Reaalprojekt, OU Hendrikson&Ko, EA Reng AS together with the Lithuanian company UAB Kelprojektas; and the Swedish company Sweco Energuide AB in conjunction with its Estonian and Latvian subsidiaries and the Ineco company from Spain, the Estonian Technical Surveillance Authority said on Monday.

The tender is a repeat tender, as the outcome of the previous tender announced in October 2012 was annulled because the value of the sole qualifying bid was deemed too high.

The Rail Baltic project is to be financed to the extent of 50 percent from the European Union's TEN-T program.
