Estonian parliament on Wednesday approved the occupational disability benefit act with 55 votes for and 32 against it.

The law regulates assessing capacity for work and the procedures for paying benefits for incapacity for work. The law is part of a bigger package of changes called the work capacity reform.

The aim of the law is to help disabled people find work and guarantee an income for them.

The bill raised the limit of income from which benefits for incapacity for work will be reduced from 641 euros to 960 euros of income per month. In addition, in the future the Health Insurance Fund would compensate for additional costs if the fund needs a doctor's opinion for assessing the capacity for work.

According to the law at least 1,000 people with reduced capacity for work would be employed in the public sector by 2020.

The new law will take effect on Jan. 1, 2016.
