EstWin project catering to major players.

The Ministry of Economic Affairs and Communications' EstWin project that aims to make sure 98 percent of Estonian households are no further than 1.5 kilometers away from high-speed broadband will not be completed by 2015 and might not be completed in its initial volume at all as local ISPs say the service is just too expensive for rural areas. The project has mostly benefited major ISPs offering high-speed internet connections in cities and mobile phone operators who use it to expand their 4G networks. EstWin currently spans 2,300 km and construction work has been put on hold until new resources are allocated. The ministry hopes to complete the total 6,640 km by 2020.
