Parties' financing commission plans monitoring advertising costs.

The commission for supervision of political parties financing will consider organizing a monitoring, which would create a data base of TV advertising costs. The commission, which includes representatives of all parliamentary parties, the offices of the chancellor of justice, the chief state auditor and the elections commission, is studying the low cost of the Social Democratic Party's TV commercials during the 2011 general election. A report by the commission's deputy chairman Kaarel Tarand states that the advertising costs depend on a large number of variables and the available data does not allow determining of anomalies. The Social Democrats spent a total of 725,000 euros on advertising in 2011 with the share of TV commercials amounting to slightly more than a third of the sum.

Competition watchdog questions electricity pricing.

The Competition Board has sent an assessment to the Eesti Energia energy company, stating that the firm overcharges the users of general service. "While the law does not specify the gap between free market and general service prices, the margin difference of 2.5 times cannot be considered justified," wrote Mart Ots, the head of the Competition Board. Eesti Energia explains the markup difference with increasing costs.

Neste Estonia doubles turnover.

The Neste Eesti fuel retailer increased its revenues 97 percent in 2012 to 371 million euros and became apparently Estonia's largest fuel seller as to turnover. Neste Eesti CEo Ivar Kohv said that the law amendments made in 2011 reduced VAT frauds in the fuel market and created regular competition. He added, however, that fraud has been increasing again since the end of 2012.
