In all 12,460 criminal offenses were recorded in Estonia during the first four months of 2013, marking a decline by 515 cases or 4 percent from the same period a year ago.

The biggest decline took place in offenses against property, the number of which fell by 658 or 12 percent, figures published by the Justice Ministry show. The numbers of theft from trade enterprises, theft from vehicles and theft from dwellings moved down alike.

Fraud cases meanwhile soared by 201 or 55 percent to 589. The number of fraud cases dropped steeply in 2011 and remains lower than in 2009 and 2010. Cases where mobile operators are defrauded of handsets and non-delivery of goods after the buyer has made a payment in trade via internet make up a remarkable portion of fraud cases.

The number of offenses against person grew 8 percent year on year mostly as a result of a bigger number of cases of physical abuse. Of grave offenses against person, or manslaughters and murders, 10 fewer were recorded than in the first four months of 2012.

The number of recorded offenses fell in 77 categories of offenses and increased in 83 categories.
