Refugees to be lumped together with undesirables.

The Riigikogu Constitutional Committee is working on a bill to amend the refugees act with the aim of merging Estonia's refugee reception center with the country's expulsion center and reclassifying it as a custodial institution. The bill prescribes a separate area within the walls of Tallinn Penitentiary as the new location of the joint center. Social democrat MP Jevgeni Ossinovski said that lumping people who need protection together with criminals who have been punished with expulsion is bad enough but added that the proposed location for the new center is downright preposterous and sends a very poor signal to the outside world.

MP responsible for the bill, Pro Patria Res Publica Union's (IRL) Mart Nutt, said that refugees will not be sent to prison but rather a clearly separated area within its walls and that it is sensible and penny-wise to use existing possibilities. Local refugee and human rights organizations also suspect the border guard of turning away people who apply for refugee status on the border and say that it might be one of the reasons why there are fewer asylum seekers in Estonia than in neighboring countries. Organizations also call for independent border monitoring.
