Commander of the Defense Forces apologises for violation of uniform regulations.

Commander of the Defense Forces, Major-General Riho Terras, has apologized for wearing a templar cloak over his uniform at a ceremony and said that he has resigned from nonprofit OSMTH and the governing bodies of its founder, the Carolin Illenzeer Foundation. "It is a lesson I have learned. The Defense Forces' uniform regulations are universal and no one can violate them, including the commander," Terras said. Weekly Eesti Ekspress recently published photographs of a templars' gathering where former Grand Prior Terras is seen wearing a white cloak with a red cross painted on it over his Defense Forces uniform and holding an uplifted sword.

Culture ministry opposes regional reform plan.

The Ministry of Culture has sent a letter to the Ministry of Internal Affairs saying that it does not support the latter's administrative reform plan based on centers of attraction as minister Reing Lang finds local level mergers should be voluntary.

"We find that forced mergers that fail to take into account local circumstances will not ensure successful bonds nor motivate specialists to migrate." The ministry's reply concluded that administrative changes should serve the goal of better services for the people as opposed to drawing new borders. Minister of Regional Affairs Siim Kiilser unveiled a regional centers' administrative reform plan at the beginning of March that would reduce the number of local governments in Estonia to between 30 and 50.
